This decision follows last year’s successful measures that reduced international student numbers by 40%. The new framework includes specific allocations for each province and territory, with Ontario receiving the largest share at 116,740 permits for PAL/TAL-required cohorts. The plan also introduces new requirements for graduate students while maintaining exemptions for certain groups, including K-12 students and exchange programs.
