Quebec announced the 2025 immigration plan and temporary measures

On October 31, 2024, Quebec’s Minister of Immigration, Francization and Integration, Jean-Francois Roberge, unveiled the province’s 2025 Immigration Plan in the National Assembly. The plan aims to admit between 48,500 and 51,500 immigrants through regular immigration streams, excluding admissions under the “Quebec graduate” program. Notably, the government introduced two temporary measures effective immediately: suspending applications for the “Quebec graduate” stream and halting invitations for the Regular Skilled Worker Program. These measures, set to last until June 30, 2025, are designed to control the growth of permanent immigration in Quebec amidst a significant increase in non-permanent residents.
