Quebec’s Immigration Minister Jean-Francois Roberge has formally requested Ottawa to limit non-permanent residents under federal jurisdiction to 200,000. The minister emphasized the need for a “grandfather-type clause” to protect regional businesses from the recent reduction in temporary foreign worker hiring limits from 20% to 10% of workforce capacity. While advocating for restrictions in metropolitan areas with higher unemployment rates, such as Montreal and Laval, Roberge highlighted that maintaining temporary foreign worker levels remains “crucial” for companies in regions still facing significant labour shortages.
