The Ministere de l’Immigration, de la Francisation et de l’Integration (MIFI) has issued 11 supplementary invitations for permanent selection since July 1, 2025, under special provisions of the Quebec Immigration Act. These invitations, distinct from the mainstream PSTQ channels, were granted according to sections 26 and 47 of provincial immigration regulations. Candidates with occupations requiring Canadian citizenship or permanent residency, including law enforcement and military positions, are specifically excluded from the selection process. In total, Quebec invited 522 candidates in 2025 under Arrima.
