Quebec’s Immigration Minister, Jean-François Roberge, announced significant changes to the province’s immigration policies, proposing a substantial reduction in both temporary and permanent immigration numbers. The plan aims for a 13% decrease in temporary foreign workers and international students by 2029 compared to 2024 levels. For permanent immigration, three scenarios are presented, ranging from a 50% reduction (25,000 annual admissions) to a 10% reduction (45,000 annual admissions). The government will prioritize French-speaking candidates already residing in Quebec who meet labour market demands.
